[Brush effect(s)] Duplicate brushed layer(white colored) > Change opacity of the duplicated layer to 70% > Filter, Blur, Gaussian Blur > Create a new layer on top of the duplicated layer > Adjust Blend mode to "Vivid Light" > Use a brush along with the color you like.
[Top Layer] Cyan Brush+Vivid light for render blending.
